FedEx FDX 9093 in trouble ?

The pane flew over the runway RWY 02C a few time , then circle in the sea for some time before landing in RWY 02L.

Looks like just another test flight. By looking at the 9xxx flight id.
Maybe it had some maintenance done on the aircraft.
