    Who have had a test?

    Thanks.

Both are good, as the difference is not big. Theoritically, the 52mm one should be better than 69mm one, by say 5%~10%. This is by theory, not by measurement.

mount it outside on a mast as high as possible!

The upper picture is better because the antenna is placed upright.
When you lay it on the side the reception is worse.

Enough joking: both pictures are basically the same, it depends on your whip antenna and where the coax begins.

You can experiment by unscrewing the whip and attaching a wire instead which you can then modify and test.

69 mm is the theoretical number to aim for but the quarter wave antenna is relatively flexible in regards to length.
(Not too flexible as 115 mm is obviously worse)

I'd go for middle ground and make the whip part you can clearly identify 60 mm long.
That assumes the antenna continues for 9 mm in the base.

Another very important thing is to place the antenna on a metal surface such as a food can or metal plate. This gives significant improvement.

If you don't want to cut the whip, you can unscrew it, and in its place use a thin wire (steel tie wire or one of the several wires of a scrap network cable). This will give you flexibility to experiment with different lengths. If wire is too long, trimm it. If it is too short, replacing the wire by a longer piece.
