SI=15 and SI=1 radar codes

Now I'm receiving SI=15 and SI=1 codes here in Valencia.

Does anyone know what radar they belong to?

It must be a new (or test) radar SI-01 because from several days I've been receiving pings from that one, 50% more than from II-2 Palma (airport)

Yes, at your location II-2 should be Palma (airport). II-13 is Solórzano (Cantabria). There's no allocation for SI-01.
