There are different LED's on different versions of the FR24 receiver.
Please read the PDF that hopefully was sent to you before installation or send an email to support@fr24.com to contact our feeder support.

Lets give @assafb the right response:

Yes assafb, the LED's are supposed to blink during power up. If they don't blink at all when you power the receiver on then you either have a dead receiver or a dead power supply. When powered up the GPS LED should blink and so should the Mode-S LED. In either case seek help from FR24 by emailing support@fr24.com.
