It needs someone to be running a receiver within range of the aircraft transmissions, and to feed the data received to FR24 over the Internet.
Internet connection in Cuba would be difficult to find, and you might have to explain to the authorities why you have need of the radio equipment.
Holguin would be difficult to cover from Jamaica or Bahamas - just too far to be reliable.

You can't bring into Cuba any type of Satellite communications equipment like XM radios or Direct TV (Dishnet) systems.
Plus Other communication equipment, like Walkie Talkie is forbidden. So if you show up at the Cuba Airport with ADS-B equipment to monitor Aircraft movements I can't imagine they'd be very happy... you might even end up get arrested.
VCR's and DVD players were forbidden up until 2007 .... LOL!
