I would like to know if we receive Flight data for public aircraft safety service

As we are aviation meteorology public institution in Korea(Korea Aviation Meteorological Agency), carrying out public safety service

at Low~High altitude aircraft.

We're writing to enquire about receiving some flight data directly to us. So, We have some questions as follows.

First, Could we receive hourly(24 times a day) flight date[/B][/B][/B] about Aircraft Details(Type, Registration etc.),

Altitude and Weather Factor(Wind, Temperature, Turbulence, Icing) from whole aircraft around the world?(CSV file) If possible, How much do we pay?

Second, Could we receive real-time flight data about Aircraft Details(Type, Registration etc.), Altitude and Weather Factor(Wind, Temperature, Turbulence, Icing)

from Korea's national flag carrier(except from Koran Air-line(KAL), Asiana Air-line(AAR)) all around the world?(CSV file) Also, If possible, How much do we pay?
