2. we implemented on PK-WUG, PK-WUH and PK-WUI but can not seeing on FR24 Cirebon area excactly around Cakrabhuana Airport, what is the problem?

I don't see how your authority can approve the use of non-Indonesian codes. They need to get their act together. They've issued codes for all your other aircraft. It makes no sense to me.

Miscoded aircraft are not added to the FR24 database.

If you're not seeing aircraft on FR24, there might not be enough receivers in your area to feed the data.

Sure enough, its in black and white by ICAO - the authority. Not sure how it's so hard for them to apply for a code during the register process. Let alone get away running the existing.
