Peru Air Force has failed to recode the transponders with the required Peru hex assignments (E8Cxxx) and so they are still pinging their old American hex codes. Bad hex! Invalid. The correct hex for that reg is 48A9CB, alpha not echo. 48E9 range are assigned to airport ground vehicles.
