So why are you posting here? This is a mode-S, ADS-B flight tracking site. If your plane doesn't have either then obviously this site won't do anything for you. We don't track mode-C

That hex decodes to N99999 ! It is used by a ton of stuff, Chinese helis, Thai Air Force CT-6s, Argentina mil, Argentina ULACs, US Navy V22s, and that's just the handful of frames I know about - there is probably more.
