Can you not put him on pre-mod? I believe in this forum software you can select POST DISAPPROVED and send a custom message, eg. "posts will only be accepted in the correct format" which would then get sent to his email. First though you have to create a new user group and then set posting actions for moderator approval. You add his username to the newly created user group and then all posts made by a person in that group require approval.

If I had that level access there wouldn't be 10 or so Vietnam/ind1a based plumbing back link accounts a day and better filtering already
