HB-WYR is deregistered. 4B3C99 is a Swiss hex allocation, fixed to HB-WYR and will be re-allocated to another aircraft in due course.
It should not be in use by a German aircraft, whether D-EYFF has a permit to fly, a 'registration' or whatever in Germany.
The database editors will not add it to the database for this reason.
