This morning a small plane was doing circles quite low (less than 100m or so) over the Earl's Court part of London between 9.00 and 9.30. I was curious, and checked the playback on flightradar. There's a flight, callsign STL21, registration G-OCFM, that was flying around like mad. Photos from google match the kind of plane I saw. It didn't go near that part of London on the playback, but it was intermittently on/off with the ADSB, so probably it's that plane. Anyone know what this plane does/who it belongs to? Was it doing photography?

I'm not sure if Capital Radio still operates its Eye in the Sky? At one time, G-OCFM was providing that service:
At the time you mention, there was another circling over West London with call sign XXXX. But that appears to be a covert surveillance at 8,000 ft.
STL21 was over the City and West End between 1,000 and 2,000 ft.
Both aircraft were tracked by MLAT which would explain why STL21 was disappearing from time to time.
