What actually happened was my mum's flight was to be the fourth rotation that day of the aircraft (LBA-OPO, OPO-LBA, LBA-LIG and finally LIG-LBA). The first flight was over two hours late leaving Leeds, and that delay got worse as the day progressed, resulting in her 3h 19min late arrival. I was playing email ping-pong with Ryanair for three weeks, and they were continually blaming ATC and parroting that "it's out of our control, so go **** yourself - we're not paying".
If there were ATC issues, or airspace restrictions, then why did every other flight manage to leave LBA that morning on time (or within 15mins of the advertised departure) - did ATC decide to pick on the Oporto flight on purpose, and did they mandate that it should sit on the parking area for over two hours before being allowed to fly? Nah.
They turned around with a final email (still blaming ATC, still refusing to cough up), so I've opened a case with Aviation ADR against them. And if they fail, I'll sue them!
